EMPRES-i

EMPRES Global Animal Disease Information System (EMPRES-i) is a web-based application that has been designed to support veterinary services by facilitating the organization and access to regional and global disease information.

Timely and reliable disease information enhances early warning and response to transboundary and high impact animal diseases, including emergent zoonoses, and supports prevention, improved management and progressive approach to control.

System Lineage & Provenance

EMPRES-i (Global Animal Diseases Information System) aggregates event-based animal health data from a wide network of global partners. The primary and largest sources of data are official disease reports to the World Organisation for Animal Health (WOAH), from the WAHIS data system. Supplementary data is integrated from FAO field missions, national Ministries of Agriculture/Health, partner NGOs, research institutions, and literature/media monitoring. The database strictly captures and disseminates reported disease events. No imputation or statistical estimation is performed for unreported events.

Data Limitations & Non-Reporting Bias

Users must note that EMPRES-i is an event-based surveillance system. The database strictly captures and disseminates reported disease events. No imputation or statistical estimation is performed for unreported events. Therefore, the absence of data in a specific geographic region or time period does not guarantee or suggest the absence of a particular disease; it may simply reflect a lack of reporting capacity or surveillance activity in that area. The data should not be used to calculate absolute disease incidence or prevalence rates without accounting for reporting biases.

Data Cleaning & Validation Pipeline

To ensure data integrity before visualization, the following rules are applied:

  • Geospatial Validation: Coordinates are mandatory. Automated bounding-box checks ensure they fall within the country's polygon. WOAH-sourced events are tagged 'Exact' (unless WAHIS indicates otherwise). For other sources, locations are geocoded from city/village names. Wider areas are tagged 'Centroid locality' or 'Admin1/2'. Uncertain locations are tagged 'Unknown'.
  • Temporal Validation: Events with illogical sequences (e.g., End Date preceding Observation Date) are flagged for manual expert review.
  • Diagnostic Certainty: 'Confirmed' statuses undergo manual verification against confirmatory reports from official sources (e.g., WOAH, WHO, National Authorities, EU, CDC, ECDC).
  • Expert Review: Final validation relies on expert epidemiological review and direct follow-up with data providers to correct anomalies.
